On the NUmber tab mark the check box for "Suppress if Zero". (Make any other format changes you need here as well) Save and close. Should be suppressed. If you view the CSV file in Excel, Excel will drop the zeros in the display because it feels some strange need to display numeric characters as numbers... This is an Excel issue, not SSRS. If you open the same file in notepad, the leading zeros are there.
